Fullerton was the editor who led the transition in 2011 of the Journal of Environmental Economic and Management from Elsevier to being independently published as the Journal of the Association of Environmental and Resource Economists.  Fullerton raised the awareness with the association of the problems associated with Elsevier and successfully mobilized the entire membership of the professional association to agree to the transition.
